May 2014 OSHA News



This month’s draft powerpoint is Electrical Power Transmission Fall Protection. I am working on covering the new OSHA standard. The fall protection updated the rules from 1970. It doesn’t quite adopt the ANSI Z359 standards either. I need to visit an electrical substation and Powerline stringing operations. So if any electrical companies want to invite me, I will come out at no cost. The ppt is in pdf since the original was over 8 Megs.

This year, I am tracking the Illinois worker fatalities. I can find six who died in May bringing the total to 28 for 2014. 
 
It was a busier than expected training month with 140 people trained. My goal for 2014 is 2500 people trained. The first five months was 958 people trained total
 
I am also working on a training ppt for tuckpointing and logging safety so will be glad to come out and help out at no charge.
 
Here is the news for May
 
1) Felony charges were filed against the President of a Holland construction company in connection to the death of one of his employees. 38-year-old Brian Tarachanowicz was killed in July of 2012, while working for Black River Builders, owned by Joe Novak. He fell through a weak spot on the roof of the Federal Mogul Building in Sparta. The suit, filed by Michigan Attorney General Bill Schuette, says they were not using fall protection equipment and were exposed to a 26 foot fall.

4) I was teaching confined space safety this month. I was surprised that most of the class missed these five "intermediate" pretest questions. Answers next month.
The people who did the best were the oldest employees despite all having a 90 minute webinar last on confined space.

7) OSHA personnel will advise all complainants who have filed, or attempted to file, an untimely Section 11(c) complaint to also contact the NLRB to inquire about filing a charge alleging unfair labor practices. OSHA personnel must first follow their Region’s policy with respect to discussing the complainant’s rights under Section 11(c) and options with respect to untimely filed complaints (e.g. screen out or docket/dismiss).
Until the NLRB rules, most late filers will be out of luck. I am not sure how this will play out.

8) Good resource for biodiesel facilities. There is a neutralization step involving sulfuric acid that has been mishandled in a number of facilities. The biodiesel process usually involves reacting methanol with the triglycerides (oils) at high pH forming biodiesel esters (transesterification) with glycerol as a byproduct. 10) Employees engaged in emergency response and exposed to hazardous substances presenting an inhalation hazard or potential inhalation hazard shall wear positive pressure self-contained breathing apparatus while engaged in emergency response, until such time that the individual in charge of the ICS determines through the use of air monitoring that a decreased level of respiratory protection will not result in hazardous exposures to employees. 1910.120(q)(3)(iv)

An Artesia man is among the victims of Wednesday morning's fatal oilfield accident near Orla, Texas. The man, who law enforcement officials haven't yet publicly identified, is around 46 years old. The other victim is an El Paso man who was born in 1973, according to the Loving County Sheriff's Department.
