January 2015 OSHA news


This month’s draft powerpoint is the most frequently cited for FY2014
for construction and general industry. I want to thank the OSHA people
who work hard in getting the data together. This is much more
expansive than what OSHA gives to the public in speeches.

For 2015, I want to concentrate on trenching safety for construction,
tree trimming safety for service sector, and lockout for general
industry. I see these as common problems for years and want to make a
ppt that shows more how to do it right. I will be glad to come out
free and take a look at your company and give you a verbal assessment
how good your company’s program is and how it compares to the hundreds
that I have seen. 
 The Manual of Uniform Traffic Control Devices is only over 700 pages.

 1) NFPA estimates that 65,880 firefighter injuries occurred in the
line of duty in 2013.

 2) Coal-fired electric power plants would have to begin monitoring
workers’ exposure to inorganic arsenic and filing reports with OSHA
per new FR proposal.

 4) OSHA budget was provided a funding level of $552.8 million

Of course, if one takes into consideration upcoming federal salary
increases and inflation, OSHA actually has less to spend than last
year.

Changes from FY14:

• Federal enforcement received a $215,000 increase in FY15

• Whistleblower protection received a $500,000 increase in FY15

• State Programs received a $950,000 increase in FY15

• Federal compliance assistance took a hit - $1 million less for FY15

When Congress approved OSHA funding for FY15, the bill had several
riders on it that may impose some potential problems for the agency.

The riders:

• Require OSHA to notify the House and Senate committees of any new national,

regional or local emphasis programs as well as the data used to determine the

new program.

• Require the agency to consider all new currently available technology as the

agency moves forward with the silica rule 
 5) New OSHA spreadsheet for fatalities looks good.

 6) Retired OSHA AD - Bill Murphy "a legend in his agency" speaks on

 7) Maine, has adopted public sector protection for its employees,
will come on board this year, is the latest state. . 
 8) OSHA Training Institute revised the required OSHA 10/30 handouts.

10) Congrats to Nancy Hauter for become the second Region 5 Deputy
Regional Administrator. Nancy had worked at the OSHA training
Institute, The OSHA Directorate of Enforcement and the Region 8
Assistant Regional Administrator. 
 11) OSHA Final Rule for Walking Working Surfaces and Personal Fall
Protection Systems (Slips, Trips, and Fall Prevention) in General
Industry is schedule to come out in June 2015.

 12) OSHA in Region 5 had 111 investigated fatalities. 42 Illinois. 18
in Wisconsin 51 in Ohio. 
 13) My Informal poll about the new reporting rule revealed three
issues. OSHA gets about 350 calls a week. Many have safety systems and
trained people that call. What is not occurring as much is calls from
small employers and temp employers. They are also seeing people call
in when not sure which creates another problem, how is this handled? 
14) BLS has more details of deaths at work for 2012. For example, 30
construction workers died from violence. The second link is an easier
2010 link for just construction.

 1) Mark Pittman died over the weekend after sustaining severe burns
when a fire broke out at a Pablo Energy operated drilling site near
Coalgate, Oklahoma on December 19.

Gary Keehan, 26, and Kelsey Bellah, 27, were also killed by the accident.

 4) Jan.10 1962 Dust fire led to an explosion and a huge blaze @ Purina
Chow plant in St. Louis..It was -7F that day. The blast killed two

22 pumpers took stations around the widening blaze. A captain died of
a heart attack.

Introduction to OSHA for Small Businesses (OSHA #7510)

This course covers an introduction to the Occupational Safety and
Health Administration (OSHA) and the OSH Act for owners and managers
of small businesses. Course topics include an introduction to OSHA,
OSHA Standards, the inspection process, implementing a safety and
health program, worker training requirements and assistance available
to small businesses. Upon course completion students will understand
OSHA operations and procedures and how to work with OSHA to prevent or
reduce injuries and illnesses in their workplace.
