This month’s PowerPoint is minor servicing exemption in the OSHA lockout standard.  It is machine guarding or lockout. Sticking your hands in a machine exposes you unexpected re-energization, hazards of gravity or it is cycling again. Top 5 issues that I see over and over.
1) No specific procedures to lockout a machine.
2) No tag on a lock to identify who locked it out.
3) Cleaning people in the machine. No lockout or machine guarding. Are the cleaners authorized employees?
4) No lockout audits for authorized employees.
5) No records of the lockout training.  Was it on the job? Class room?
There were 60,000 opioid deaths in 2016. Some were heroin, some were legal pain killers. I have started talking about impairment at work with the companies. Many can be on legal drugs and be impaired. Do you want an impaired person running equipment or machines? Morning stretches with a job brief can pick up this impairment. So, do you train the managers what to do?
I am seeing so many people taking fake OSHA 30 classes and getting certifications in safety that are not really recognized. The CSP and ASP are accredited by the American National Standards Institute, the primary source for internationally recognized standards in U.S. based professional practice. The certifications are accredited through the ANSI/ISO/IEC 17024 standards for personnel certification programs.
National accreditation has become the yardstick for acceptance of a certification by many federal, state, and local agencies. Accreditation standards cover fairness in testing, audited financial disclosure, independence in governance, validated examination content, non-discrimination of candidates, and many other criteria.
BCSP is accredited by the National Commission for Certifying Agencies. The CSP was the first certification in safety, health, environment, and ergonomics accredited by this national organization which evaluates peer-operated certifications.

1) OSHA lost Dorothy Dougherty — on a happier note — to retirement.  Dorothy had too many jobs to name in her 37 years at OSHA and MSHA, but I knew her best as Director of Standards and Guidance, and then as the career Deputy Assistant Secretary for the last several years.
2) The House Appropriations Committee released its FY 2018 Interior and Environment Appropriations budget bill today and it fully funds the Chemical Safety Board

4) The Occupational Safety and Health Administration will launch on Aug. 1, 2017, the Injury Tracking Application (ITA). The Web-based form allows employers to electronically submit required injury and illness data from their completed 2016 OSHA Form 300A. The application will be accessible from the ITA webpage.
Last month, OSHA published a notice of proposed rulemaking to extend the deadline for submitting 2016 Form 300A to Dec. 1, 2017, to allow affected entities sufficient time to familiarize themselves with the electronic reporting system, and to provide the new administration an opportunity to review the new electronic reporting requirements prior to their implementation.

10) $28,000 fine to a lab for exposing chemical to water/air and causing an explosion.
Trimethylindium is an organometallic compound commonly used in the manufacture of semiconductors. Derek Lowe said contact with water or air at a temperature below 130 degrees can cause the compound to ignite.
