OSHA April 2017 news

What a hectic month of training. May looks much easier and I will enjoy some days off. I revised my portion of the OSHA standards classes in the 511 and 510 this month. These students are always bringing mew fall protection items and other solutions to safety. Nearly all attendees are taking the classes to be a trainer so I have focused on the standards as well and class activities.

This month’s ppt is from the AGC fatality study. There are new data on construction fatalities. I plan to use this in the Intro to OSHA part of a 10/30 hour class.

John

Here is the news for April 2017

1) OSHA silica standard delayed until Sept. 23, 2017

https://content.govdelivery.com/accounts/USDOL/bulletins/192ac7a

2) The AGC did a study of fatalities. I was surprised at the low % of fatalities in commercial.
Industrial, Heavy, and Residential project locations, combined, accounted for roughly 90% of all fatalities.
Industrial project locations experienced the highest number of fatalities with 813 deaths (35%), followed by Heavy (29%) and Residential (25%) project locations.
Commercial project locations had the least fatalities (5%).

3) Plan for Tornados. Here is a success story.
Feb 28
Naplate IL
Pilkington Glass had two tornado shelter.
Direct hit by F3 tornado
No one suffered injuries in Pilkington factory as result of tornado.

4) Peetee Guerrero is the new head of the National Safety Education Center at NIU. She replaces Missy Gilles who left for Kishwaukee College. Peetee has set the FY 2018 general schedule at the four NIU campuses.

5) AFL-CIO death on the job has several great graphs. 25% of all injuries are falls at the same surface. Four times more likely than falls from heights.

6) OSHA is no longer insisting it has the right to invite union advocates to inspections of non-union worksites, according to an April 27 federal court notice filed by the National Federation of Independent Businesses.

7) New OSHA Fall Infographics for Construction

8) Question: If an employee with a neatly trimmed goatee is wearing a respirator and it does not interfere with the seal of the face piece or valve function, and has passed a fit test, does this meet the intent of the OSHA’s Respiratory Protection standard?’
Answer right here: https://www.osha.gov/pls/oshaweb/owadisp.show_document?p_table=INTERPRETATIONS&p_id=31025

9) Rare cease and desist order. The Michigan Occupational Safety and Health Administration (MIOSHA) executed a Cease Operations Order against Sunset Tree Service & Landscaping, LLC of Bay City for continuing to operate without abating hazards on the jobsite.

10) The FY 2017 Omnibus Budget bill that was released by Congress today provides a flat overall budget for the Occupational Safety and Health Administration (OSHA) a

(2) Arc flash boundary
(3) At least one of the following:
a. Available incident energy and the corresponding
working distance, or the arc flash PPE category in
Table 130.7(C)(15)(A)(b) or Table 130.7(C)(15)(B)
