March was record busy with training. Construction companies want training specific to their trade vs general hazards such as falls. 
This month’s powerpoint is circular saw safety. This old time saw seems to have a steady stream of amputations and hospitalization. Every company should have the saw manual and provide some training to workers that will use it   
I got the Pfizer vaccine two Fridays ago. It went smooth at Northwestern hospital. In and out in under 30 minutes. There were no side effects for me. Wish me luck April 9 for the second shot. 
A record three criminal cases were announced in March. Managers need to realize that they could be held accountable if they do anything illegal. 
OSHA issued a Coronavirus National Emphasis Program. Every employer should have a Coivd prevention program, prevention measures in place and documented employee training. 
April is a good time to check and update the PPE hazard assessment for your company.

3) The 24 hour rule for welding cylinders. 
The Agency has determined that, under §1926.350(a)(10), failure to comply with the storage requirements with respect to a single acetylene and a single oxygen cylinder on a cylinder cart would be considered a de minimis violation where all of the following parameters are met:
(1) No more than a single acetylene cylinder and a single oxygen cylinder are on a cylinder cart. The cylinder cart must be specifically designed to hold/carry oxygen and acetylene cylinders in the upright position. The cylinders must be securely held to the cart (such as by straps, chains or other securing device).
(2) The cart is on a firm, level surface.
(3) The cart is not in an area where there is a reasonably foreseeable risk of being struck by vehicles, equipment, or materials (such as in a pathway for vehicles on a construction site).
(4) Both cylinders either have valves closed with protection caps on or are connected to a properly functioning regulator.

April is coming to an end. Lockout is the word and this month’s powerpoint. Two OSHA inspections this week were both focused on lockout. OSHA is out in force and hiring also.  Lockout is four of the top 10 citations issued in manufacturing. 
#1 – Specific energy control procedures for each machine. Most missed procedures are boilers, compactors, robots, mixers, forklifts, and conveyors. 
#2 – Periodic inspection audits. I am surprised how many do not know who is authorized to lockout. Cleaners are often missed. Every authorized person should have had an audit in 2020. It must be performed on a plant machine. 
#3 – Authorized person not trained. This is where the cleaners and maintenance person are missed. It is routine to ask for these records by OSHA. Have a sign in sheet for each training session. 
#4 – Actually lockout. Ensure the name is on the tag or lock. No tag team lockout either. One person cannot lock out for a crew. Put the key in the pocket.

OSHA enforcement cases for high penalty cases is at 5 year high. 
As the warmer weather is here, cover sun and skin cancer for the employees. I recommend have a dermatologist look at any moles that odd shape, growing or large. 
May is a good time to check on your company’s lockout program and cover skin cancer risks.

1) No details on the machine. CHIPPEWA FALLS — OSHA has fined Berry Global $40,959 stemming from the death of a 54-year-old worker at the company's plant in Chippewa Falls on Oct. 5.
Wayne Loibl died while working at the plant when a piece of machinery struck him in the head.

7) Doug Parker, Nominee for Assistant Secretary for Occupational Safety and Health, Department of Labor
Douglas L. Parker of San Francisco, California, previously served in the Obama Administration as Deputy Assistant Secretary for Policy in the Department of Labor’s Mine Safety and Health Administration, and was a member of the Biden-Harris transition team focused on worker health and safety issues. He also held positions as a senior policy advisor and special assistant at the Department of Labor. He currently serves as chief of California’s Division of Occupational Safety and Health (Cal/OSHA), a position he has held since 2019. Prior to his appointment to Cal/OSHA, Parker was executive director of Worksafe, an Oakland, California-based legal services provider.
Before serving in the Obama Administration, Parker was a partner at the law firm Mooney, Green, Saindon, Murphy and Welch, in Washington, DC. He began his legal career as a staff attorney at the United Mine Workers of America. Prior to law school, Parker worked in the private sector as a sales and marketing director, in communications for the Democratic National Committee, and was a staff assistant for the late Senator Paul Wellstone. Parker earned a J.D. from the University of Virginia School of Law and a B.A. in history from James Madison University. He is married and has two daughters. Parker is originally from Bluefield, West Virginia, and grew up in Lynchburg, Virginia.
8) OSHA, Austin Power Partners Construction, labor unions sign partnership to promote construction safety on O'Hare Airport Terminal 5 expansion project
CHICAGO – Major construction projects require continued coordination between the general contractor, subcontractors, tradesmen and others working on-site to complete the build on time and on budget. Getting the work done while protecting the safety and health of those on the job takes similar coordination, and the U.S. Department of Labor's Occupational Safety and Health Administration stands ready to assist.
OSHA signed a strategic partnership with the Austin Power Partners Construction, Illinois On-Site Safety and Health Consultation Program, Local 73 Sheet Metal Workers, District Council 14 Painters, Chicago Council of Carpenters and IBEW Local 134 Electricians Unions. The partnership seeks to prevent worker injuries and exposure to hazards during construction of a $550 million expansion project.

Bob Evans Foods Inc. in Lima has been levied a $136,532 fine for two repeat violations of machine safety standards. A 39-year-old production worker got her left arm caught in a running auger while cleaning it last year. The worker suffered multiple lacerations and the partial amputation of her arm.

It looks like 33% may not want the vaccine. That is about 80 million adults. If 10 million are revered, that is still a large percentage that gets the virus.

Federal and state regulators plan to tag Exxon Mobil Corp. with about $1.5 million in fines for alleged environmental infractions at a Joliet, Ill., refinery, according to a pair of court filings today.
The proposed amendment to a 2005 consent decree with the Houston-based oil and gas giant will also require an estimated $10 million worth of upgraded controls to reduce emissions of hydrogen sulfide and other pollutants from the plant, the Justice Department and EPA said in parallel news releases.

I usually teach only part of the 30 hour and the 500 series. I have been teaching many 10/30 hour class for private companies.  I have taught 633  people this year. I teach evenings, weekends, early mornings too. I teach in Wisconsin, Illinois, Iowa, Minnesota, and Indiana.
